Trade Readjustment Allowances (TRA) is a provision under the Trade Act of 1974, Trade Adjustment Assistance (TAA) program. The Trade Act of 1974 provides for compensation and/or training to persons unemployed or underemployed due to increased activity of foreign import, or a shift in production to certain foreign countries.
TRA benefits are available to provide income support to individuals while they are participating in full-time training. Under certain circumstances TRA is also available to certified workers for whom training is not feasible or appropriate. TRA benefits are defined in two (2) categories:
- Basic TRA – payable if the worker is enrolled or participating in TAA training, has completed such training, or has obtained a waiver of such training requirement.
- Additional TRA – payable only if the worker is participating in TAA approved training.
TRA benefits become payable when workers have exhausted their entitlement to all other UI benefits.
Contact your local WIN Job Center if you would like to request information about filing a Petition for Trade Adjustment Assistance. The Petition for Trade Adjustment Assistance must be filed with the U.S. Department of Labor (DOL). If DOL approves and certifies the petition, affected workers will be entitled to file a claim under the TAA program.
